Metering & Monitoring Panel assemblies for commercial buildings are bespoke low-voltage switchgear modules designed to combine revenue-grade energy measurement, multi-circuit monitoring, and communications gateways within an IEC 61439-compliant enclosure. Typical commercial applications include building incoming main metering at the utility service, floor/sub-distribution metering for tenant billing, hotel load-centre monitoring, retail mall tenant submeters, and critical load monitoring for IT and HVAC. Assemblies are commonly delivered as floor-standing, sheet-steel switchboards with segregated metering compartments, removable meter modules and DIN-rail instrument zones to comply with Forms of Separation (Form 1 through Form 4b) required by IEC 61439-1/-2. Panels are engineered with busbar ratings to 2,500 A, selectable short-circuit withstand ratings from 25 kA to 100 kA (or higher with reinforcement), and are validated by type- and routine-tests per IEC 61439-1/2: dielectric, temperature-rise, short-circuit verification and IP verification. Internal arc mitigation (IEC 61641) and arc-flash labelling are specified where required. Line-side and feeder protection use devices certified to IEC 60947 series (MCCBs, fused switch-disconnects, molded-case breakers); harmonic-tolerant metering and PQ analyzers reference IEC 61000-4-30 for power quality measurement. Revenue meters are specified Class 0.5S (IEC 62053-22/23) or better, with CT-operated measurement for high-current circuits using conventional wound CTs or Rogowski coils for retrofit flexibility. Multi-function meters such as Schneider PowerLogic PM800, Siemens SENTRON PAC4200/PAC3200, Janitza UMG series, or ABB B23 are typical, providing kWh/kW, THD and transient capture, per IEC 61000-4-30. Communications gateways support Modbus RTU/TCP, M-Bus, BACnet/IP, SNMP and optional IEC 61850 interfaces to integrate with BMS and energy management platforms. Environmental considerations for commercial deployments include IP31–IP42 enclosure protection, forced ventilation or filtered vents for plant rooms, temperature-rise allowances for HVAC zones, seismic anchoring for high-rise installations, and corrosion-resistant finishes for coastal locations. Where enclosures are placed in potentially explosive areas (underground parking with fuel vapours or generator rooms), design and certification to IEC 60079 are required. Typical configurations range from a single incoming revenue-grade meter with CT compartment and 12–24 tenant submeters, up to multi-bay assemblies housing 100+ metering channels and communications concentrators. Integration options include fused CT secondaries with test blocks, revenue sealing, redundant ethernet, and cloud-ready AMR packages. Reference product platforms for modular architecture include Schneider Prisma SeT, Siemens SIVACON and MNS families adapted for metering inserts. Engineering deliverables include single-line, metering schedules, CT sizing sheets, communication maps, compliance documentation to IEC 61439-1/2/3/6, and factory test reports. For EPC contractors and facility managers, correct specification of meter class, CT ratios, short-circuit rating and forms of separation is critical to ensure billing accuracy, safety and maintainability.
